Based in Paris, Jonathan Diaz is a Policy Analyst in the OECD Directorate for Education and Skills. His work focuses on international education and skills policy, survey development, comparative research, and helping governments understand how education and training systems prepare people for work and life.
Jon currently works on the OECD’s Programme for the International Assessment of Adult Competencies (PIAAC). He contributes to the international implementation and development of Education & Skills Online, an assessment tool that enables individuals and organisations to measure literacy, numeracy, and other skills associated with success in education, work, and everyday life. His role involves coordinating with participating countries, managing questionnaire and assessment content, overseeing quality assurance, and supporting the production and dissemination of analytical outputs.
Jon has also played a central role in the OECD’s Career Readiness project, which examines how schools and education systems can better prepare young people for successful transitions into employment. His work has included analysing international data, developing and implementing cross-country surveys, coordinating research with national governments, and translating evidence into practical recommendations for policymakers, schools, and career guidance professionals.
Among the initiatives he has helped develop is the OECD Observatory on Digital Technologies in Career Guidance for Youth (ODiCY), an open-access international repository of case studies examining how digital technologies can support young people’s career development. He has also contributed to the Career Ready project’s analysis of historical PISA data, helping produce internationally comparable evidence on the relationship between teenage career development and later education and employment outcomes.
With experience in data analysis, survey design, project management, and international implementation, Jon works across the full research process – from developing questionnaires and coordinating data collection to analysing complex datasets and drafting publications. His work has contributed to OECD working papers, policy briefs, reports, case studies, and digital tools designed to make international evidence accessible and useful to governments and practitioners.
Before joining the OECD, Jon gained experience in political campaigning and the technology sector, where he developed skills in strategic planning, communications, and technical execution. His work reflects a collaborative approach and a strong commitment to helping people navigate an evolving global labour market.
Born and raised in the United States to parents who emigrated from the Dominican Republic, Jon now lives in Paris with his family. Outside of work, he enjoys playing tennis, following U.S. politics and international affairs, listening to NPR, and spending time with his two daughters.
